If no water is being used but the leak detector is turning you have a leak.

Make sure no water is used while checking the leak indicator shown above on the meter.
Similarly on the digital meter a plus sign will be visible on the screen if water is passing through the meter which may indicate a leak.
When water is running through the meter the leak detector triangle or asterisk will turn.
